国内卫生人力规划研究将逾30年之际,有必要将其理论方法、国际研究和实践经验加以总结。在厘清卫生人力规划特征和框架的基础上,对国际经验进行了总结分析,并提出了针对我国国情未来进行卫生人力规划研究和实践的几点启示:(1)必须更加重视卫生人力规划工作;(2)选择性地吸取国际经验,尝试研发适合不同区域的卫生人力规划模型和工具;(3)重视供给赫尔需求预测,有效连接3个市场;(4)做好卫生人力规划的持续监测、评估和调整。 |

Abstract: |
Research and practice on human resource for health planning in China has been 30 years, it is necessary to summarize theories and available international experiences. The article summarizes such researches and practice based on literature review and conceptual analysis. Some inspiring views were put forward finally according to national conditions in order to perfect the future practice of planning in China,including (1)focusing on health human resource planning,(2)taking lessons from experience abroad selectively,and trying to research and develop health human resource planning method in different regions,(3)paying attention to forcasting supply and demand and to connecting 3 markets,(4)monitoring,evaluating and adjusting health human resource planning. |
