Based on investigation in the Sanming City in Fujian Provence and research in-depth on their public documents, we found that Sanming do not hype concepts, but they conducted intensive reform on those problems, which includes false price of drugs, weak ability of medical insurance, and the Health Administrative Departments lacking binding on the public hospitals. The resolute reform determination and lots of reform measures from Sanming deserves us to learn and to generalize. Although there are some defects and difficulty in their reform, we could not deny their worthy practice, because some reform’s problem in the pilot area need the senior authority even the control level authority to reform. We must avoid that a good medical reform exploration would be disappear when we just argue their defects.
