| 目的
研制区域卫生规划中区域治疗床位合理规模测算方法，为优化调整资源结构、确定资源配置方案提供一套可操作的测算模型。方法 收集区域住院病人数据；采用文献归纳，专家咨询论证法，确定区域卫生规划中治疗床位规划理论基础；按照提出方法、建立模型、反复论证、完善方法的思路进行床位测算模型研究。结果 建立区域卫生规划中治疗床位合理规模测算模型，形成区域卫生规划中治疗床位规划标准测算方法。结论 方法学强调治疗床位规划的科学性和合理性，同时具有较强的可操作性。上海市实证结果经专家鉴定认为符合上海实际情况，同时治疗床位预测结果合理。上海市卫生和计划生育委员会已采纳该床位配置方法用于指导上海市医疗机构设置规划（2015—2020年）。 |

Objevtive
Develop a model to optimize the allocation stucture of health resources through measuring appropriate scale of therapeutic bed of a region in regional health planning. Method First，collect data about inpatients in a region. Second, denitify theoretical foundation of the methodlogy. Third, establish the model and optimize it through demonstrating this model time after time. Result Established a modle and formed a methodlogy to measure the appropriate scale of therapeutic bed in regional health planning. Conclusion This methodlogy is practicable and emphrasize scientificity and reasonability in the process of measuring. It have been applied in Shanghai to measure appropitate scale of therapeutic bed in A City. The computing result of A City has been demonstrated to be valid and veritable；The method has been adopted to direct the installation planning of medical institution from 2015 to 2020 by A City Municipal Commission of Health and Family Planning. |
