目的 研究德国对于医疗保险制度统筹和不同体制整合衔接方面的成功经验，为我国医疗保险制度的统筹发展积累经验。方法 选取了德国作为个案，通过对其制度发展历程的论述和剖析。结果 德国的医疗保险制度整合相对成熟，在政策管理、支付结算、筹资管理等方面都有宝贵的经验。结论 德国医疗保险制度的成功发展的经验和教训对我国医疗保险制度的统筹发展具有借鉴意义，如异地就医制度、医疗服务一体化等，同时引发对我国医疗保险制度发展的深刻思考。

Objective To research the successful experience of medical security system unification and integration of different institutional convergence to gather experience of overall development of medical insurance system in China. Methods Selecting Germany as a case, and doing analysis and discussion of its system development process. Results Germany’s medical insurance system integration is relatively mature. And it has valuable experience in the policy management, payment and settlement, financing management, and other aspects. Conclusion Germany’s successful development experience and lesson has reference for China’s medical insurance system unification development, for example remote hospitalization system and the integration of medical service, etc. It draws the profound thinking and suggestions of China’s medical insurance system development.
