| 为了着力解决县、乡、村中医药从业人员严重不足、水平不高、队伍不稳和县、乡、村三级中医药网络存在龙头不强、枢纽不灵、网底不牢等制约中医药发展的问题。根据国情，结合成都市新都区的实际，提出了帮扶式体系托管城乡中医药服务一体化管理新模式。旨在探索出“强基础、管长远、保持续”的中医药事业可持续发展的长效机制，力图实现优势互补、资源共享、一举多赢的格局。为百姓提供更方便、更规范、更有效的中医医疗、预防、保健服务。 |

| The problem restricting the development of Traditional Chinese Medicine (TCM), the county-township-village of TCM practitioners is seriously insufficient, the level is not high, the troop is not steady, and the leading of the three TCM network is not strong, the hub is ineffective, and the back of the network is not strong. According to China’s national conditions, combined with the actual situation of Chengdu in Xindu District, a new integrated management mode of Urban and Rural Chinese Medicine Services that the supporting type system managed is proposed, to explore “strong based, long-term, and insurance continued” long-term mechanism of TCM career sustainable development and to achieve a pattern that complementary advantages, resources sharing and serves multiple-win pattern. In this way, more convenient, more standardized, more effective medicine and preventive health services can be provided for citizens. |
