基于托达罗模型的基层医疗机构卫生人才短缺问题分析

摘要:
根据托达罗模型的基本理论,影响人口流动的关键因素是城乡预期收入差异,预期收入取决于实际收入水平和就业率。对托达罗模型进行扩展,对影响卫生人才迁移决策的变量进行补充,提出要吸引卫生人才服务基层,除了必须提高基层的工资、福利水平外,还要改善基层的工作环境、拓展基层卫生人才的上升空间,这样才能有效地缩小基层与城市医疗机构的预期收入差异。

Abstract:
Todaro model points out that the key factors affecting population flow are the differences of expected income which is necessary to consider both the level of income and the employment rate. The paper extends the Todaro model,and increases the variables affecting the decision of population migration. It is proposed that the basic level of wages and welfare should not only be improved,but also the working environment be improved and chances for health talents for the future be expended so as to effectively reduce the difference of expected income between primary and city medical institutions.
