目的 对比分析安徽省2012年和2014年药品集中招标采购方案的实施效果，分析改革前后价格、质量满意度等的变化情况，为完善药品集中招标采购政策提出建议。方法 通过现场调研，访谈利益相关方，收集安徽省改革前后药品价格等相关数据，采用中位价格比值法进行比较研究。结果 2014年改革后招标价格普遍下降，医患双方对药品质量的满意度未见显著提升，药品短缺现象时有发生。结论 安徽省改革后的招采方案在降低价格方面效果明显，但在保障质量和供应等方面的效果有待提升。 |

Objective
To compare and analyze the effects of implementing centralized bidding on and purchasing of medicine in Anhui Province in 2012 and 2014，focus on comparing the changes of price and the satisfaction of quality before and after the reform，and make recommendations for improving the centralized purchasing policy. Method We interviewed stakeholders and relevant data of drug prices and others was collected and analyzed from both policy and implementation dimensions. Result After the reform in 2014, drug prices had generally decreased. The quality of medicine had not been improved obviously and there exited shortage of drugs sometimes. Conclusion There is a significant effect on the balance of the amount and price of drugs. Effect on drug quality and supply should be improved. |
