| 医疗服务体制机制与医疗保险付费方式的制度适配，是医药卫生体系充分发挥功能的根本前提。以制度分析为视角，提出医疗服务体制机制与医疗保险付费方式组合的根本要求和三大标准，即体制兼容是医疗服务体制机制与医疗保险付费方式组合的根本要求，功能分工是医疗服务体制机制与医疗保险付费方式组合第一大标准，功能协同是医疗服务体制机制与医疗保险付费方式组合第二大标准，功能互补是医疗服务体制机制与医疗保险付费方式组合第三大标准，为医疗体制与付费方式的协同改革提供理论参考。 |

| System adaptation of medical service system and medical insurance payment is give full play to the function of the fundamental medicine and health care system.From the perspective of system analysis，this research putted forward the basic requirements and three standards of the combination of medical service system and medical insurance payment：system compatible is basic requirement of medical service system combine medical insurance payment，function division is the first big standard medical service system combine medical insurance payment，the function cooperative is the second big standard medical service system combine medical insurance payment，function complementary is the third big standard of medical service system combine medical insurance payment,to provide a theoretical reference for the cooperative reform of the medical service system and the medical insurance payment. |
