目的
旨在促进非营利医疗机构的发展，为我国非营利医疗机构的制度的改革提供参考和借鉴。方法 分析了日本非营利医疗法人制度以及医疗制度的改革。结果 非营利规制和制度激励不但吸纳了大量的民间资本，而且引导了个体医疗机构向医疗法人的转型。结论日本非营利医疗法人制度以及医疗制度的改革有效地推动了民间非营利医疗机构的发展，使之成为日本医疗服务的主力军。 |

Objective
This research aims to provide reference information for the future systematic reform of the non-profit medical institutions of China to improve healthcare mechanism and to promote the development of non-profit medical institutions in China. Methods Through the analysis on Japan’s non-profit healthcare mechanism and its incentive mechanism. Results We find that Japan’s non-profit healthcare mechanism not only attract a lot of private capital to invest in non-profit medical institutions, but also can lead private medical institutions to be non-profit ones. Conclusion Japan’s non-profit healthcare mechanism and its incentive mechanism has made private medical institutions the main provider of public medical services. |
