| 区域医疗联合体已成为医药卫生体制改革走出深水区的重要尝试。然而，区域医疗联合体在整合各机构协同发展过程中存在诸多问题，导致部分医疗联体结构松散且系统稳定性较差。本文借助战略联盟稳定性理论框架，通过文献分析收集区域医疗联合体稳定性评价指标，采用演绎-归纳分析范式构建稳定性评价框架，包括结构、关系和运行3个维度。结构维度包含5个测量指标：决策者因素、差异性分工结构、话语权结构、关系性资产投入和核心功能成员。关系维度包含5个测量指标：成员间信任、联盟合作满意度、继续合作承诺、相互依赖程度和组织文化兼容度。运行维度包含6个测量指标：利益共享机制、信息平台建设、战略目标一致、契约协商机制、激励治理机制和政府支持度。研究同时给出了各维度内涵与测量指标的解释，以期为区域医疗联体稳定发展提供参考。 |

| A Framework of Evaluation Index System of Medical Alliance Stability for the Regional Integrated Care Organizations |

| Regional integrated care organization of medical alliance has become the latest movement of China’s medical and health system reform. However, there are a lot of issues remained to be discussed concerning the organization and operation, leading to a loose structure and poor stability of the alliance currently. We mainly built the framework of stability evaluation system for the regional integrated care organizations using the stability evaluation theory of strategic alliances. With a paradigm of deductive and inductive analysis, we defined the structure, relationship and operation to be the three major dimensions within the whole evaluation system. The indexes collected from literature reviews were also combed and developed into each dimensions as the following: decision-maker influence, variance of work division, structure of gambling position, input of relationship investment and core member function – as the five indexes in Structure dimension; mutual trust, alliance cooperation satisfaction, commitment of sustainable cooperation, degree of interdependence and compatible organizational culture – as the five indexes in Relationship dimension; interests coordination mechanism, communication and exchange platform, unified strategic objectives, mechanism of contract negotiation, mechanism of incentive management and government support – as the six indexes in Operation dimension. Additionally, we clarified the meaning and criteria for judgment of each index and hope it would give some advices on building a more stable and efficient regional integrated care organization. |
