构建分级诊疗制度的关键在于促进基层卫生服务能力的发展。在短期内难以培养出高质量、大批量的全科医生队伍的情况下，发挥中医在基层的特色与优势有利于分级诊疗的实现。甘肃省与广东省已在基层开展发挥中医服务优势的实践，本文通过文献分析法和对甘肃省、广东省的典型调查法，探讨在医改新形势下发展基层中医服务以促进分级诊疗制度构建的优势和实现策略。 |

| The key to set up hierarchical medical system is the development of basic health care services ability. Play the features and advantages of traditional Chinese medicine at the basic level is conducive to the realization of hierarchical medical system, on the account of producing high quality, large quantities of GP team is difficult in the short term. Gansu and Guangdong Provinces have been carried out the practice of taking full advantages of traditional Chinese medicine services at the basic level. The aim is to explore the advantages and strategies of promoting the implementation of hierarchical medical system based on developing traditional Chinese medicine in basic health care system under the new situation of the health system reform by literature analysis and typical survey method. |
