《全国医疗卫生服务体系规划纲要（2015—2020年）》指出，建立并完善分级诊疗模式，逐步实现基层首诊、双向转诊、上下联动、急慢分治。2015年9月，国务院办公厅印发《关于推进分级诊疗制度建设的指导意见》，部署加快推进分级诊疗制度建设，形成科学有序就医格局，提高人民健康水平，进一步保障和改善民生。通过访问各省卫生计生委的官方网站，获取有关分级诊疗政策的文件，在获取国家卫计委和万方、知网的相关分级诊疗文献的基础上，基于系统的思想分析分级诊疗的内涵，归纳出分级诊疗的必备要素和现行分级诊疗中存在的问题，并提供相关的政策建议。

The national health service system plan（2015—2020）in China pointed out that establishing and improving hierarchical diagnosis and treatment mode，contributing to the progressive realization of the first primary diagnosis，two-way referral and linkage，acute and chronic disease treated respectively.September 2015，the office of the State Council issued the guidance on promoting the classification system construction (hereinafter referred to as the guidance)，which pointed outh that deploying to accelerate the grading system construction，forming ascientific and orderly medical pattern，improving the people’s health level，further protecting and improving people’s livelihood.By visiting the official websites of the provincial Health and Family Planning Commission, to obtain the documents relating to policies of hierarchical medical services. On the basis of relevant literatures in National Health and Family Planning Commission, Wanfang, CNKI about the classification of diagnosis and treatment in medical services, analyzing policy documents, developed about the hierarchical medical services. Through the system theory, to analyze the problems of contents, essential elements of hierarchical medical services, so as to provide suggestions for the practice and decision about the hierarchical medical services.
