| 目的 比较中国与美国私立医疗机构性质转变，合理借鉴美国私立医疗机构性质转变规制的经验。方法 利用文献研究与对比分析法比较中国与美国私立医疗机构性质转变及规制。结果 中国私立医疗机构性质转变的监管部门职责不明确、难以形成监管合力；性质转变无准入门槛，没有批准性质转变的具体标准；缺乏性质转变的相关的法律法规和政策支持；信息公开程度低、公众参与程度低。结论 明确监管主体，完善私立医疗机构的治理结构；争取私立医疗机构性质转变的立法与政策支持；提高私立医疗机构性质转变信息公开程度，发挥公众监督作用。 |

| Objective To compare and analyze the conversions of private medical institutions and regulatory differences between China and USA based on reasonable experience of American. Methods Using literature review and comparative analysis methods to analyze the conversions of private medical institutions and regulatory differences between China and USA. Results The legislation and supervision in government department was under-developed, the conversion of private medical institution was short of laws, and the participation level of people was low. Conclusion The supervision departments and their responsibilities should be defined and carried out. The legislation and policy of the conversions of private medical institutions should be supported, and the openness of information disclosure should be improved. |
