| 从卫生服务质量、效率、公平、患者满意度4个方面，对美国加州和日本的床位分类管理制度进行分析。结合我国提倡的分级诊疗制度和目前的床位分类现状，提出在老龄化背景下通过床位分类管理制度推进分级诊疗制度的建议，即借鉴国外床位分类管理办法，对医疗机构床位分类，并形成合理的床位结构，按床位类别设定单独的配置标准、收费标准和保障办法。通过提高医疗卫生服务质量和效率，满足人群多样化的需求，促进分级诊疗制度的运行。 |

In view of quality, efficiency and equality of health service and patient satisfaction, the paper analysed the classified management systerm of hospital licensed beds of California and Japan, proposed promoting the hierarchical diagnosis and treatment by implementing licensed beds classified management in aging China. Namely, to classify the hospital beds and set separate configurating, charging and security standards. To Promote the hierarchical diagnosis and treatment, while improving the quality and efficiency of medical and health services and meeting diversity needs of the population. |
