目的 分析以药品零差率为核心内容的综合改革对医院运行状况产生的影响。方法 采用比率分析法、因素分析法等对浙江省17家省级公立医院医改后的财务数据与业务量数据进行同期比较。结果 综合改革对体现省级医院的技术含量和医护人员劳务价值发挥了积极作用，但是存在通过非技术性服务达到补偿的可能。结论 进一步完善省级公立医院财政综合补偿机制，加强对非技术服务性收入的整体约束和控制。 |

| Objective To analyze the influence of the zero profit drugs reform as the comprehensive reform core on hospital operating status. Method The ratio analysis and factor analysis were used to compare the same period of the financial data and business data after 17 provincial public hospitals reform in Zhejiang province. Result Comprehensive reform has played a positive role in reflecting the technical content and labor value of medical personnel，but it is possible to achieve the compensation of non technical services. Conclusion we should further improve the financial comprehensive compensation mechanism of public hospitals, and strengthen the overall control of non technical service income. |
