| 卫生财政预算项目绩效管理处于试点阶段，绩效理念未牢固树立，管理制度体系不健全，指标体系滞后。为强化医疗卫生机构对绩效管理的理解，就卫生财政预算项目绩效管理研究的必要性进行分析，强调开展财政预算项目绩效管理研究是形成卫生投入稳定增长机制的手段，是建立规范透明预算制度的重要内容，是完善顶层设计和实施细则的要求。 |

| The performance management for health financial budget project was at the pilot stage, performance concept was not firmly established, management system was not sound, and the index system was lagging behind. To strengthen the understanding of performance management for medical and health institutions, the necessity of carrying out research on the performance management for health financial budget project was analyzed, that carrying out the research on project budget performance management was a means of forming a stable growth mechanism of government investment in health was emphasized. It was an important content of establishing standard transparent budget system, and the requirement of forming a perfect top-level design and the detailed rules for the implementation. |
