| 目的 构建以公益和激励为导向的绩效考核指标体系。方法 依据政府有关文件精神,合理改进与运用平衡计分卡管理工具,采用关键绩效指标法,通过层次分析法确定指标权重。结果 构建起了一套能够重点体现公立医院公益性、岗位风险、病种难易度及成本控制和医药费用控制等核心内容的绩效考核指标体系。结论 强化公益性,扭转趋利性,构建与经济指标脱钩的绩效考核指标体系,对完善公立医院绩效考核与分配制度改革和深化内部体制机制改革有着深远影响。 |

Objective
To build a performance appraisal index system guided by public interest and motivation. Method According to the spirits of the central and local government documents, using BSC and KPI methods to build the performance appraisal index system, and using AHP method to determine the index weight. Result A performance appraisal index system in which core contents are patients’ satisfaction, work and service quality, disease, cost control and medical cost control, and medical ethics. Conclusion Intensifying the public interest nature of the public hospital and transforming the tent towards interest has a far-reaching influence to perfect public hospital performance appraisal and distribution system reform and deepening the reform of internal system mechanism. |
