| The Third Plenary Session of the 18th Communist Party of China Central Committee proposed that social sectors should be encouraged. With the history and policies of the private medical institutions in China closely studied，the article pointed out the bewilderment of the private medical institutions in their funding and operating，which may help the policy-making in the further development of such institutions. |
