| 以公共政策理论为基础，通过对“垂直面枢纽性”和“水平面复杂性”的情势分析，以及公共政策利益相关者对县级公立医院补偿机制改革的态度差异分析，提出了县级公立医院补偿机制改革的政策目标定位和政策选择模式。研究认为，把政府各部门连接起来，整合和协同多元非对称性的力量，是当前县级公立医院补偿机制政策的首要选择。 |

| Based on public policy theory, through the analysis of the situation of a junction in vertical plane and complexity in horizontal plane, the difference of public policy stakeholder s’ attitude towards county-level public hospital compensation mechanism, the policy target location and policy choice model of county-level public hospital compensation mechanism is proposed. It is proposed that the combination of all government departments, and the integration and coordination of multiple asymmetry are the primary choice of county-level public hospital compensation mechanism at present. |
