| 目的 从患者和公众角度了解目前患者和公众参与公立医院外部监管的意愿、认知和行为现状，为进一步提出完善公立医院外部监管的策略奠定基础。方法 对公立医院患者或公众进行问卷调查和访谈，并对调查结果进行统计学整理和分析。结果 总体监管意愿较大，不同年龄段的患者或公众参与公立医院监管的意愿有差异；但是，监管意识淡薄，监管认知模糊，监管渠道缺乏、监管行为分散且缺乏理性。结论 目前患者或公众参与公立医院外部监管仍存在各种困境，应加强对公立医院外部监管体系完善的重视度，为公立医院整个监管体系的完善奠定基础。 |

| Investigation of the Current Situation of the Public Hospital’s External Monitoring from the Public’s Perspective |

Objective
To explore patients’ or the public’s willingness, cognition and behavior of participating in the external monitoring for the public hospital to lay foundation for perfect external supervision of public hospital. Method Questionnaire survey was used to investigate the patients or the public, and the result was statistically managed and analyzed. Result Most patients and the public have strong willingness in participating in the external monitoring of public hospital, and the willingness of people at various ages exists significant difference(P<0.05); but levels of people’s monitoring consciousness and cognition are low; Monitoring behaviors are irrational and not uniform as lacking in effective ways. Conclusion As difficulties investigated above exist, special attention should be paid to the external monitoring mechanism in order to improve the whole monitoring mechanism of the public hospital. |
