| 实施小病在社区，大病到医院的分级医疗体系是目前缓解老百姓看病难问题的有效举措，瑞金医院借公立医院改革的契机，在全市范围内率先开展了区域医疗资源纵向整合，组建了瑞金-卢湾医疗联合体，本文在总结瑞金-卢湾医疗联合体实践经验和成效的基础上，对实施过程中存在的问题进行了分析和研究，以期对医联体工作的进一步推进提供一定的借鉴作用。 |

| It’s an effective way to prevent the situation of being difficult to get medical care by carrying out the policy of “Medical Grade Dispatch System”. Under the opportunity of public hospital reform, Ruijin hospital has integrated the regional medical resources and setted up the Ruijin-Luwan healthcare alliance. Besides summarizing successful experience, the problems encountered during the practice were discussed in order to guide the future work of developing the healthcare alliance policy. |
