| 当前，如何加快推进政府行政管理体制改革，实现政府职能重构，已成为我国经济社会整体转型的现实要求。公立医院改革是我国医疗卫生体制改革的核心乃至关键环节，只有把公立医院改革提升到体制改革的层面，实现政府医疗卫生服务管理职能的重构与转变，才能推动公立医院管理体制和治理结构改革，也才能构建与市场经济体制和社会需求相适应的基本医疗卫生制度，从而实现全社会医疗福利最大化的医改最终目标。 |

| At present，how to accelerate the structural reform of government administration and functions of the government reconstruction has become the practical requirements of China’s overall economic and social transformation. The reform of public hospitals is the core of health system reform in China and even the key link.Reform of public hospitals to enhance the level of structural reform，reconstruction and transformation of the government health service management functions in order to promote the public hospital management system and governance reform，and to build market economic system and social needs of the fundamental health system in order to achieve the ultimate goal of the whole society to maximize the medical benefits of medical reform. |
