我国公立医院法人治理结构下的管理者激励机制探讨

摘要:
建立管理者有效激励机制,化解公立医院法人治理结构下的委托代理问题是公立医院体制改革的重要保障。该激励机制通过弥合管理者与所有者的价值及行为取向差异,促使管理者自觉自愿地履行并实现公共利益。但由于机制建立过程中存在效益目标不明晰、绩效水平难于考量等难题。为此,需以公共利益为导向设置董事机构,加强效益评价指标体系和外部监管制度建设,同时创新激励手段,从而提高公立医院法人治理结构下的整体绩效。

Discussion on the Incentive Mechanism Design for China’s Public Hospital Managers under the Corporate Governance Structure

Abstract:
Designing and promoting an effective incentive mechanism for the administrators of the public hospitals under the corporate governance structure is the key to the reform of public hospitals. The incentive of public hospitals can maximize the whole interests of the public-interests-oriented organization by making the interests of owners and managers into the same orientation. However, some series difficulties exist among the designation of the incentive mechanism. To solve these ones, carefully selecting and constructing the public-interests-oriented board of directors and properly design a performance assessment system are very essential. Moreover a variety of incentive tools should be adopted to enhance the efficiency of the incentive mechanism.
