| 通过对辽宁省县级综合医院的调查，分析了自2008年以来辽宁省启动实施医疗资源纵向整合改革的特征和效果。反映出通过医疗资源纵向整合的实施，推动城市大医院的优质医疗资源向县及县以下流动，有利于改变医疗卫生资源配置不均衡的状况；提升县医院医疗服务效率，增强医疗服务能力；有利于增加医院住院医疗服务数量，降低新农合县外转诊率增幅。 |

| The characters and effects of county general hospitals in Liaoning Province are analyzed after the vertical integration for medical resources.The high quality resource flowing is pushed from the hospital in higher level to lower level to change the imbalance of allocating resource；the efficiency and capacity of medical service provided are enhanced；the quantity of inpatient medical services is promoted，and the referral to higher level hospital for New Cooperative Medical Scheme is reduced. |
