| Stratified random sampling method was used to extract 5 tertiary general hospitals and 5 secondary general hospitals as the research object in Harbin. The status of patient safety management in Emergency Department is researched from 6 aspects，which are human resource management; workload，core-systems，communication and collaboration，first-aid facilities management，and medical error management. |
