| 制定与实施公立医院的设置和规划有着重要的意义，不仅因为公立医院改革是医改的重点和难点；而且，公立医院的设置和规划是公立医院改革的重要依据，也是医改最终效果的体现。讨论了制定与实施公立医院设置与发展规划的必要性和指导原则，提出将其纳入公立医院改革和医疗服务体系建设中及明确各级政府职责与分工等建议。 |

| It is very significant for formulating and implementing the allocation and planning of public hospitals. It is not only that the reform of public hospitals is the important and difficult point , but also it is the basis for health reform and the reflection the final outcome of the reform. The necessity and guiding principles for formulating and implementating the allocation and planning of public hospitals are discussed, and the suggestions on bringing into it to public hospital reform，and building the medical care system, and clarifying the functions and roles for all of level governments and so on are put forward. |
