| 目前，在我国的医疗服务体系中，95%以上的医疗机构为公立医院，公立医院是当前我国医疗服务机构的主体。根据《中共中央 国务院关于深化医药卫生体制改革的意见》、《关于公立医院改革试点的指导意见》，结合《2009中国卫生统计年鉴》中的相关数据分析，对影响我国公立医院公益性回归的财政补偿机制和资源配置进行综合分析和探讨。 |

| Abstract: |
| More than 95%medical institutes in China are public hospitals in medical service system in China. Public hospital is the main body in medical service institutes in China. According to “The CPC Central Committee and State Council on Deepening the Views of the Medical and Health System”, “On Public Hospital Reform Pilot Guidance”, combining with the related data of “2009, China Health Statistical Yearbook”, the fiancé compensation mechanism and resource allocation, which effect “returning to public welfare” of public hospitals，have been analyzed and explored. |
