探讨保障医院公益性的制度安排与机制设计原则，研究保障医院公益性运行机制的基本框架，为进一步建立医院公益性保障机制模型奠定基础，为政府有关决策部门制定医院改革与发展的政策与法规提供理论支撑和决策依据。 |

| Through combining with the thought of health system reform, the position and function of public welfare of hospital are clarified, the institutional arrangement and the mechanism design principles to guarantee it are explored, to further study and establish a safeguard mechanism that ensures public welfare nature， and to provide the oretical support and decision-making basis for government to design regulations and policies that related to hospital reform and development. |
