| 医院章程是现代医院管理制度建设的重要内容，对确保医院公益性、规范医院内部管理、保障医院依法依规享有自主经营管理权等具有重要意义。目前我国医院普遍存在公益性模糊、定位不明确、内部治理结构不清晰等问题，而章程是医院依法自主办院、实施管理和履行公益性职能的基本纲领和行为准则，所以医院应从国情、院情出发，以各项法律法规为依据，制定充分体现治院特色与价值追求的医院章程，推进依法办院，确保医院公益性。 |

| The hospital constitution is an important content in the construction of modern hospital management system. It is of great significance to ensure the public welfare, standardize the internal management, and ensure that the hospital has the right to self-management according to law. At present, there are many problems in Chinese hospitals, such that the public welfare and positioning are vague, and the internal governance structure is unclear. The constitution is the basic program and code of conduct for the hospital to run autonomy in accordance with the law and to implement the management and performance of public welfare functions. Therefore, the hospital should make the constitution based on national conditions, the hospital’s situation and various laws and regulations, to promote the hospital and ensure the public welfare. |
