| 目的
探析影响公立医院补偿机制的宏观因素,以期为解决我国目前补偿机制中存在的一些实际问题提供借鉴。方法 运用PEST分析法，从政策环境、经济环境、社会环境和技术环境4类影响公立医院发展尤其是影响公立医院补偿机制的因素进行分析。结果 公立医院补偿机制所处的宏观环境具有政治、经济、社会和技术上的优势，但是在国家改革、政策以及信息化水平等方面还需进一步的发展和完善。结论 基于公立医院补偿机制的宏观影响因素分析，建议公立医院补偿机制改革需要从3个方面着手：确保政府财政补偿到位；完善医保支付制度，科学设置支付标准以及优化费用结算办法；合理利用医疗技术，完善医院信息管理服务平台。 |

Objective To explore the macro-factors affecting the compensation mechanism of public hospitals，and to provide some reference for some practice problems in current compensation mechanism. Methods PEST analysis was used to analyze the four factors which affect the development of public hospitals from policy, economic, society and technology environment，especially the factors that affect the compensation mechanism of public hospitals. Results The macro environment compensation mechanism of public hospital has political，economic，social，and technological superiority，but from the aspect of the country’s reform and the level of information policy，it needs further development and improvement. Conclusion Based on macroscopic factors affecting the compensation mechanism of public hospitals，it is suggested that the reform of compensation mechanism in public hospitals should be started from three aspects, such as ensuring that government financial compensation, perfecting the system of medical insurance payment，setting scientific payment standards and optimizing methods of cost settlement, and making rational use of medical technology to improve the hospital information management service platform. |
