目的 对三明市医改中公立医院补偿机制的实施效果进行评估。方法 对2009—2015年三明市公立医院补偿机制改革相关数据进行描述性统计分析，使用数据包络分析法确定医院运行效率值。结果 三明市22家公立医院财政投入和地方政府投入不断增加；2015年综合效率平均值为0.934，纯技术效率平均值为0.964，规模效率平均值为0.969，其中，9家医院综合效率DEA有效，占42.9%；5年间，门急诊次均费用增加了28.5元，复合增长率为5.5%，出院人均医药费用增加了153.3元，复合增长率为0.8%；医疗质量没有下降。结论 我国公立医院改革过程中，需要明确政府办医的责任，注重医疗服务价格调整，发挥医疗保险的监管和规范的作用。 |

Objective To evaluate the effect of public hospital compensation mechanism of Sanming City. Method Descriptive statistical analysis is conducted on the public hospital compensation mechanism data of Sanming City from 2009 to 2015，and the efficiency of hospital operation is determined by using Data Envelopment Analysis Method. Result The financial input and local government input of 22 public hospitals in Sanming City are increasing. In 2015，the comprehensive efficiency mean value is 0.934，the pure technical efficiency mean value is 0.964，and the scale efficiency mean value is 0.969. Among them，the comprehensive efficiency of 9 hospitals are effective，accounting for 42.9%. In 5 years，the outpatient/emergency expenditure per patient has increased by 28.5 yuan，and the compound growth rate is 5.5%. Average medical cost of discharged patient has increased by 153.3 yuan， and the compound growth rate is 0.8%. Medical quality has not declined. Conclusion In the process of public hospital reform in China，it is necessary to clarify the government responsibility of holding hospital，pay attention to the adjustment of medical service price，and play the role of regulation of medical insurance. |
