| Telemedicine is a multi-dimensional complex system，which involves many different stakeholders，including the government，health administrative departments at all levels，hospitals，doctors，patients，software and hardware enterprises，etc. Based on the stakeholder theory，the paper firstly classifies the stakeholders of telemedicine，then analyzes their interests，and finally puts forward the effective strategies to promote the development of telemedicine. |
