我国医务人员不良执业行为记分管理的实施进展与建议

摘要:
通过政策研究和文献综述,分析了国内医务人员不良执业行为记分管理面临的问题并提出相关建议。目前,国内医务人员不良执业行为记分管理面临法律基础薄弱、记分项目内容不规范和记分管理混乱问题。建议国家层面尽快出台相关指导性和规范性政策文件,推动各地建立健全医务人员不良执业行为记分管理制度,建立医务人员诚信档案,构建医务人员不良执业行为记分信息化监管平台和不良执业行为信息发布平台,实现对医师不良执业行为的实时评估和预警,使有限的监管人员发挥最佳的管理效能,形成长效监督机制,充分保障医疗质量和医疗安全。

Abstract:
Through policy research and literature review, the article analyzed problems of the medical staff’ s bad practice behavior scoring management system, and put forward related suggestions. At present, the medical staff’ s bad practice behavior scoring management system faced problems of weak legal foundation, non-standard scoring index, confusion of scoring management and other issues. It is suggested to introduce national level of relevant policy and normative documents as soon as possible, promote all regions to establish and perfect the medical staff’s bad practice behavior scoring management system, establish the medical staff’s credit archives and bad practice behavior information publishing platform, and establish bad practice behavior scoring technology platform to achieve real-time assessment and early warning of the medical staff’s bad practice behavior, make sure the limited regulators play the best management efficiency, form a long-term supervision mechanism and fully ensure the medical quality and medical safety.
