| 为了客观真实地反映分级诊疗制度实施效果和不同利益群体权益诉求，从公共政策评价的角度进行评价是关键。探索分级诊疗制度评价体系，在评价原则前提下，确定健康改善情况、效率、经济性、可及性和患者就医体验5个评价标准，在评价标准的基础上构建评价指标体系，总结评价方法和识别评价客体，并提出评价主体多元化的建议。 |

In order to truly reflect effect and demand of rights of different interest groups, it is critical to evaluate hierarchical treatment from the angle of public policy evaluation. The study focuses on exploring the evaluation system of hierarchical treatment, determining the evaluation standard, including improvement condition, efficiency and economical efficiency and seeking medical advice. Based on establishing index system, it summarizes evaluation methods, and analyzes multi-principal part of evaluation. |
