| Under the new normal in the current economy and society，excessive medical problems still exist，and the situation is grim. From different perspectives of three parties，including doctors，patients，superintendents and society，the paper uses network governance theory，analyzes the relationship among main management bodies，and constructs the governance network mode of excessive medical treatment. |
