| 2016年6月，《关于实施健康扶贫工程的指导意见》颁布实施。我国大型公立医院是以保障和增进人民健康为宗旨的公益性事业单位，从坚持公益属性、发挥优质资源聚集的功能作用，以及应对行业竞争的现实需要等方面分析，都应肩负起健康扶贫主力军的重任。要落实好健康扶贫任务，应着眼建立高效运转的工作机制、实施精准有效的帮扶举措、解决贫困人群的健康问题等方面，规划合理路径，确保健康扶贫的精准性、持续性、协调性和多元化。 |

| Discussion on how to Alleviate Poverty through Improving Health by Large Public Hospitals |

| Guidelines on Implementing Health Assist Poverty Project was issued and enforced. China’s large public hospitals are public-benefit institutions, which are aimed to ensure and improve people’s health. They should take the burden of being the main forces for poverty alleviation by improving health, considering their public welfare property, taking advantage of good quality resource aggregation, and the fact that they need deal with industry competition. To achieve the task of poverty alleviation through improving health, we should focus on aspects such as establishing highly effective work system, taking targeted measures in assisting poverty, and solving the health-related problems of poor people, plan reasonable paths, and ensure the accuracy, sustainability, harmony and diversity of healty assist poverty project be ensured. |
