| 基于文献检索和现场调研获取编制备案制相关资料,依据SWOT分析法系统分析了编制备案制的优势、劣势、机遇和挑战,建议切断公立医院财政投入与编制挂钩的方式、对编制备案制进行更明确的定义、落实公立医院招聘自主权、实现编制审批制和备案制管理人员同养老保险待遇,以完善我国公立医院编制管理方式,全面推进公立医院改革。 |

| Abstract: |
| Based on the materials about the personnel filing system collected through literature review and on-site surveys, this study used the SWOT analytical framework to systematically analyzed the strengths, shortcomings, opportunities and challenges of this system in China’s public hospitals. It also put forwards four strategic suggestions on further reform of this system in China’s public hospitals including changing the way of financial investment based on number of establishment, clearly defining and standardizing the personnel filing system, realzing the recruitment autonomy of China’s public hospitals, and improving health personnel’s endowment insurance in the filing system to the same level of those in the registered system., so as to improve the personnel filing sytem in China’s public hospitals and promote China’s comprehensive health refom. |
