| 目的
医生配置需要一定冗余，以应对医疗服务需求在时间上的波动。研制引入合理冗余因素的医生需求测算方法。方法 分别研究门诊医生和住院医生配置需求的影响因素，影响因素和配置需求之间的关联关系，影响因素的时间波动对医生配置需求带来的波动性影响，由此带来的对医生配置合理冗余的需要。在此基础上改进医生配置需求测算方法。结果 在卫生人力需求法的基础上引入合理冗余因素，研制了引入冗余系数的医生需求测算方法。把疾病因素、经济因素、医保因素、生活习惯因素带来的医生配置需求波动影响，分别采用患病浮动系数、生活浮动系数、经济浮动系数、医保浮动系数来表达，进而将4类浮动系数整合为冗余系数，给出门诊医生和住院医生冗余系数和理智的计算方法。结论 提出测算思路，不仅适用于医生配置，而且也适用于床位等其他卫生资源的配置，还可进一步分专科测算专科医生的配置需求。 |

| Method for Calculating the Demand of Doctors Considering Reasonable Redundancy |

| Objective Reasonable redundancy should be considered when allocating doctors into regions in response to fluctuations of the demand for medical service.To develop a method of calculating doctor demand considering reasonable. Methods First，doing a research on influence factors of doctors demand.Second，doing research on the relationship between theses influence factors and doctors demands.Third，doing research on what is the impact on the doctors demands when it is influenced by these factors mentioned above as time goes on.Based on these researches，improving doctor allocation demand measurement method. Results An improved doctor calculation model is introduced based on physician demand method with takong the reasonable redundancy parameter into consideration.This methed considers factors，like disease，economics，medical insurance and customs，which have influence on doctors demand，so it applies the disease fluctuate parameter，the daily fluctuate parameter，the economic fluctuate parameter and the medical insurance fluctuate parameter respectively in the calculation model.In the process of calculation，these 4 kinds of fluctuate factors are integrated as a whole reasonable redundancy parameter.The paper respectively shows the calculation method of reasonable redundancy parameter of outpatient physicians and inpatient phnysicians. Conclusion It’s noticeable that the method proposed in this paper is not only appropriate in the allocation of doctors，but also it is appropriate in the allocation of other health resources，like hospital beds and special medical resources. |
