Strategic thinking is needed in the construction of the air medical rescue system to do the top-level design, and to solve the selecting location problem in the scientific planning and rational layout. 10 aspects, including natural environment, population, transportation, civil aviation stock, industrial structure, disaster probability, peacetime and wartime, foreign relations, development needs and comprehensive benefits, are discussed in the article, to make planning system layout and selecting positioning more scientific and reasonable. |
