| 目的 促进中医医院补偿机制改革。方法 以卫生计生财务报表数据为基础，分析上海市、区两级公立中医医院发展现状，测算相关政策变动对医院经济运行的影响。结果 中医医院财政投入与综合医院基本相同，投入量与中医药特色关联较弱；中医服务项目定价低，亏损率高，调价增收不明显，部分项目没有收费编码；中医医院对药品收入依赖性大。结论 落实财政投入倾斜政策和医保支付扶持制度，促进中医药服务利用；调整中医服务项目价格，增强医院自偿能力；加大中医药服务综合评价结果运用，与财政投入相挂钩。 |

| Objective To facilitate the reform of compensation mechanism in Shanghai TCM hospitals. Methods Financial statements of health and family planning were chosen to be the database. An analysis of the development of Shanghai TCM hospitals in both city and district level is conducted. Prediction is used for the impacts of policy changes on hospitals’ economic performance. Results Financial subsidy of TCM hospitals was basically the same as general hospitals, the association between amount of subsidy and TCM characteristic was weak; medical service was under-price and of high loss-rate, the increase of medical income brought by price adjustment was not obvious, some services lacked of charge coding; TCM hospitals had a severe dependency on drug income. Conclusion Financial preferential policy and payment supporting system should be implemented，and the use of TCM be promoted；price of medical services be adjusted，and hospitals’ self- liquidating ability be enhanced; the results of comprehensive assessment be applied，and the financial investment be linked. |
