目的 调查全国基层医疗卫生服务机构信息系统功能建设、使用和应用效果。方法 采取分层整群随机抽样，对全国3 245家基层医疗卫生机构进行网络问卷调查，采用描述、χ²检验等统计方法进行分析。结果 我国基层医疗卫生信息系统覆盖率达到了75%以上；所有已建功能的使用率均超过了80%，其中基本公共卫生服务类功能使用率最高，医疗协同类功能使用率最低；功能的使用率与其数据的共享程度密切相关；有40.65%的机构对现有系统支撑业务的能力表示不满意；用户的满意程度与系统是否存在重复录入之间存在直接的关联。结论 我国基层医疗卫生信息系统建设得到长足发展，但数据重复录入等问题有待进一步改善，通过整合系统、提高数据共享程度，避免数据重复录入将有效提升用户满意度，充分发挥系统业务支撑作用。

Objective To analyze the current status and problem of the functional construction and application of primary healthcare information system in China, to put forward policy recommendations. Method 3 245 primary healthcare institutions were sampled using an online questionnaire survey, and the data was statistically analyzed with the descriptive and Chi-square test. Result The coverage of primary healthcare information systems reached more than 75%; the usage rate of all the built functions was more than 80%, of which the rate of basic public health services function was highest, and the medical collaborative function was the lowest; the degree of utilization was closely related to their data sharing capabilities; 40.65% institutions were dissatisfied with the capacity of the system; there was a direct correlation existed between the degree of satisfaction and the duplicate entry. Conclusion The development of primary health care information system construction of China has made rapid progress, but duplication of data entry and other issues need to be further improved by integrating system to improve the degree of data sharing, avoid duplication of data entry, effectively improve customer satisfaction, and give full play to the role of business support.
