Establishing a hierarchical diagnosis system is the fundamental measure to solve the difficulty and high cost of the crowd to see a doctor, which also relates to the success or failure of health reform. Through the analysis of reasons for the failure-construction of hierarchical diagnosis in recently years, two lines of income and expenditure are the key, and actual countermeasures are put forward. |
