随着我国经济的飞速发展，人们对于院前急救的服务需求也日益加大，由此出现了院前急救医疗服务与人们的需求之间的供需矛盾问题以及衍生出来的其他问题。如何解决院前急救医疗服务存在的问题，提高院前急救医疗服务的整体质量和水平，是目前我国院前急救医疗亟需解决的难题。通过介绍我国院前急救的概念、立法现状，分析我国现阶段院前急救工作中存在的问题和不足，同时了解国外比较成熟的院前急救医疗服务体系，为我国院前急救事业的发展提出几点优化建议，以期能够对我国的急救医疗事业献计献策，进一步提高院前急救的水平和质量。

The paper is going to introduce the concept of pre-hospital care as well as current situation of legislation in China. Then it analyzes the problems and shortcomings of Chinese pre-hospital care work at present. At the same time， after learning the foreign mature medical service system of pre-hospital care，it will propose some suggestions to optimize the Chinese pre-hospital care development and offer some ways to improve Chinese emergency medical industry. Finally，it is expected to enhance the level and quality of pre-hospital care.
