目的 通过定性分析我国省级大型医用设备配置管理政策及实施情况，为进一步完善大型医用设备的配置管理政策,提供决策依据。方法 选取东、中、西部地区6个省作为研究的样本省，梳理大型医用设备配置管理的政策文件，访谈设备配置与利用的关键知情者。结果 各省围绕国家制定的政策目标及措施出台了大型医用设备配置管理的实施办法和细则，但是对于医疗机构配置相同阶梯的设备提出的要求各不相同。设备配置利用过程中的主要问题是配额不足、设备目录未及时更新、医院依赖贷款而不是政府拨款去购置设备、设备使用的多部门无序管理等。结论 调整大型医用设备的配置许可及配套政策，科学、透明制定并适时更新配置规划;加强大型医用设备配置管理的事前监管，建立大型医用设备利用情况的管控体系。

Objective To perform a qualitative analysis of the content and implementation of high technology medical equipment regulation policy at province level in China, and provide evidence for improving policy making on high technology medical equipment (HTME). Methods Six provinces located in the east, middle and west regions in China were selected as the study sample. At each of the selected provinces, policy documents were reviewed, and key informants of the allocation and utilization of HTME were interviewed. Results The methods and rules for the implementation of the certificate of need policy of HTME varied considerably across the study provinces. Main problems with the allocation and utilization of HTME included inadequate quota, outdated lists of allowable equipment, public hospitals relying on commercial loans, not government appropriations, to purchase the equipment, and confusion of the multi-government-agency management of HTME utilization. Conclusion The certificate of need policy and its supporting policies for HTME need to be modified; the planning and regulation policy of HTME should be updated regularly; and a unified system of equipment utilization should be established.
