| 移动医疗是电子健康的一个重要分支，随着3G乃至4G业务的普及和医疗与信息通讯技术的融合，各国都开始积极推进移动医疗的发展。尤其美国和欧盟更是走在了移动医疗研究的前列。总结了欧盟和美国的移动医疗项目推进情况同时分析了两者对移动医疗监管的政策演化，最后结合我国移动医疗发展的相关情况，从项目引导、多方监管以及监管政策细化3个方面展开讨论。 |

With the development of 3G and 4G and the popularity of health information technologies, many countries pay attention to mobile health especially to America and Europe. This paper summaries the projects promoting and analyses regulatory policies in America and Europe. Finally, combining with mobile health development in china, the paper expands discussion from projects promoting, institutional corporation and policy refinement. |
