| 近年来，为管好、用好财政专项资金，财政部和主管部门强调把绩效管理理念和要求融入项目支出预算管理，强化财政补助与项目支出绩效评价结果之间的挂钩关系。介绍了卫生财政项目预算管理程序和预算申报要求，设计了符合各类项目特点的分项绩效指标，列举了如何应用标准值法、横向比较法和纵向比较法设定绩效指标预期值。 |

In recent years，in order to manage effectively and make good use of financial special project funds，the ministry of finance and the competent department have emphasized that the idea and requests of project budget performance management should integrated into the project expenditure budget management，strengthen the pothook relationship between financial aid and project expenditure performance evaluation results. This paper introduced the procedures and budgetary reporting requirements of health financial project budget management，designed the performance indicators suitable for the characteristics of various projects，enumerated how to set the expected value of performance indicators by the method of standard value，horizontal comparison and vertical comparison. |
