分级诊疗被视为缓解“看病难、看病贵”的治本之策，医院是分级诊疗体系中的重要组成部分。在分级诊疗背景下，医院的功能定位及发挥的区域功能是完善分级诊疗政策所必须明确的。在此基础上，分析了影响医院区域功能发挥的因素，提出了加强医院在分级诊疗中区域功能发挥的建议。

Hierarchical diagnosis and treatment is the key to relieve the difficult medical services and expensive medical cost，and hospital is an important part of it. Under the background, functional locating and exerting of the hospital should be clear in improving the policy. Basis on it，this paper analyzes the factors affecting of the functioning of the hospital，then proposes the suggestion on strengthening the hospital functional exerting for hierarchical diagnosis and treatment.
