| Abstract: |
| Whether it is physician“going moonlighting”in the dark，or the current policy pilot，multiple-site physician practice policy gets more attention by theory researchers and decision-makers and becomes focus and difficulty in the health care reform. This paper from the perspective of public policy implementation process，using the Smith model，analyze the factors which influence the implementation and Kunming multiple-site physician practice policies，so as to provide reference for physicians to practice policy adjustment. |
