| 分析了卫生财政预算项目支出存在的问题，建议做好项目可行性论证，加强滚动项目库建设；细化绩效目标编报，从源头上为财政投入掌好舵、把好导向；以绩效跟踪为手段，动态掌握绩效目标完成进度，促进项目实施；根据考核结果向机构提供财政拨款。 |

| Analyzing the main problems of health financial budget project expenditure, four proposals were put forward such as completing project feasibility study, strengthening the construction of rolling project library, refining the expenditure performance targets making, grasping direction of financial input from the source. Performance track is used as a mean with dynamic understanding the completed progress, for promoting the project implementation, providing financial funding to health institutions base on the assessment results. |
