| 目的
总结和评价我国公立医院管办分开探索实践，为建立科学完善的现代公立医院管理制度提供参考。 方法 采用半结构性提纲对上海、北京、深圳、成都四地办医机构及其管辖的部分公立医院的主要负责人进行现场访谈，并将访谈录音按主题分类整理，结合文献研究及调研结果对四地改革成效进行分析。 结果 上海、北京、深圳、成都四地组建了独立办医机构，“管办分开”改革在促进医疗资源配置优化、医院精细化管理等方面发挥了积极作用的同时，也面临和引发一些困惑和值得思考的问题。结论 管办分开改革需要政府宏观行政管理体制、公立医院外部管理体制和公立内部管理模式三个层面改革协同联动，才能取得预期效果。 |

| Objective To evaluate the effectiveness of separation of management and enforcement, and to provide reference for the government for establishing modern management system of public hospitals. Methods Using face-to-face audio-recorded semi-structured interview to investigate the administrators of Shanghai, Beijing, Shenzhen, Chengdu, and classifying the coded transcribed data into different themes, and evaluate the effectiveness of the reform based on the literatures and investigation. Results The four cities established independent organization to run the public hospitals, the reform not only had some positive significance for optimizing the allocation of medical resources, the meticulous management of hospitals, etc., but also caused some confusion. Conclusion Only the cooperation of government system reform, hospital governance and hospital management can promote the reform of “separation of management and enforcement”. |
